Recent advances in scholarly communication have prompted many European countries to set the complete transition from subscription-based publishing to open access as a strategic goal. In response, relevant stakeholders, including academic and research institutions, funding agencies, libraries, and councils, have developed a range of new services, among them Open Access monitoring systems. From an early stage, there has also been recognition of the importance of making monitoring information accessible and interoperable in order to enhance collective knowledge. This study is based on an analysis of Open Access monitoring systems, primarily as documented in Europe, while also considering selected cases from outside Europe. Its aim is to examine how monitoring systems can support an effective transition to open science at the national level and to assess OpenAIRE MONITOR as a case study within the framework of the Open Science Monitor Initiative.
